Team Submarine’s Submarine Program Offices are responsible for :

The acquisition of COLUMBIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of War.

The acquisition of VIRGINIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class’s capabilities is of significant political importance with Congress and the Office of the Secretary of War.

The SSN(X) Office is responsible for the acquisition and design of the future fast attack submarine and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the future submarine. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, horizontal payloads, and salvo rates.

Serco supports the US Navy as a prime for DRPM MIB contract supporting the acquisition of submarines and surface vessels. The DRPM MIB concept unifies once diverse submarine and surface vessel-related activities into a single organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the research, development, acquisition, and maintenance communities. DRPM MIB provides improved communication among the various offices that contribute to the overall success of the Navy’s submarine and surface type commanders.

Serco-NA is seeking a motivated individual to provide Project Management where you will lead high-visibility supply chain initiatives that directly support the readiness and resilience of the U.S. Navy’s Maritime Industrial Base (MIB) through engagement with suppliers related to supplier risk, capacity constraints, and resiliency solutions.

In this position, you will provide programmatic, analytical, and project management support to NAVSEA stakeholders and Maritime Industrial Base leadership. You will bring your expertise in supply chain analytics, risk management, and cross-functional project execution to strengthen industrial base resiliency supporting submarine and maritime weapon system production. MIB has been tasked to assess and improve the MIB supply chain and suppliers (big and small) to address the extraordinary demand being placed on industry by ship and submarine construction.

This is a fast-paced environment requiring daily interactions with suppliers and other companies as you assist with achieving MIB’s mission. You will be 100% remote thus you must be a self-motivated person who can interface with leadership; identify issues with little guidance; develop and articulate a business plan; work with other companies to create statements of work with deliverables; take charge and drive your plan to success; and achieve actionable results that provide a return on investment. In this role, you will:

  • Serve as the primary project manager for assigned MIB Supply Chain Market Space initiatives supporting Risk Management objectives.

  • Lead end-to-end project execution across supply chain risk identification, supplier assessment, and mitigation planning efforts.

  • Manage cost, schedule, and performance for multiple concurrent industrial base projects.

  • Conduct supply chain risk analyses leveraging industrial base datasets, supplier performance metrics, and capacity assessments.

  • Develop market space health assessments, risk heat maps, and supplier segmentation analyses.

  • Perform data mining, aggregation, and validation across multiple DoD and commercial data systems.

  • Translate analytical findings into executive-level briefings, decision memos, and risk narratives.

  • Coordinate with government stakeholders, prime contractors, and suppliers to validate supply risk drivers.

  • Facilitate project reviews, risk working groups, and stakeholder collaboration sessions.

  • Track mitigation actions, investment impacts, and industrial base performance improvements.

  • Support Supplier Development Fund (SDF) and other industrial base investment initiatives through analytics and project oversight.

  • Develop and maintain integrated project plans, schedules, and risk registers.

  • Provide technical input to acquisition planning, supply chain strategy development, and industrial base policy initiatives.

  • Lead formal briefings to NAVSEA, Program Offices, and senior Maritime Industrial Base leadership.

  • Perform additional duties and responsibilities as assigned.

To be successful in this role, you will have:

  • U.S. citizenship required.

  • The ability to obtain and maintain an Active DoD Secret Clearance.

  • A Bachelor’s degree in Supply Chain Management, Business, Data Analytics, Engineering, Operations Research, or related field.

  • 4 years of professional experience in project management, supply chain, industrial base, or analytics roles.

  • To demonstrate experience managing projects involving cost, schedule, and performance deliverables.

  • Experience conducting supply chain or industrial base risk analysis.

  • Intermediate to advanced proficiency in data analytics tools (Excel, Power BI, Tableau, or similar).

  • Experience integrating multiple datasets to develop risk insights and performance metrics.

  • The proven ability to interact with senior government executives, PEO leadership, or industry leaders.

  • A strong communication skills with experience producing professional reports, briefings, and white papers for executive audiences.

  • An understanding of the industrial supply ecosystem is essential.

  • The ability to travel 10%.

Additional desired experience and skills:

  • Active DoD Secret clearance.

  • Familiarity with industry-leading tools and best practices such as digital twin modeling, advanced analytics, lean manufacturing, Six Sigma, Theory of Constraints, and production scheduling systems.

  • Experience leveraging capacity and performance metrics (throughput, OEE, cycle time, mean time to repair) to identify bottlenecks and recommend corrective actions.

  • Knowledge of industrial base diversification strategies , workforce pipeline development, and investment planning to expand production capacity.

  • Expertise in applying data-driven decision-making to forecast demand, manage bottlenecks, and improve throughput across complex supply networks.

  • Ability to benchmark against industry best practices in logistics, supplier engagement, and continuous improvement to enhance resiliency.

  • Experience developing Market Space Health Assessments or supplier risk models

  • Proficiency in statistical analysis, forecasting, or predictive risk modeling

  • PMP or DAWIA certification (or ability to obtain)

  • Ability to work with people (“people person”), assess situations, and develop recommendations and solve problems that promote the “big picture” and make an impact that assists many, not one.

  • Customer-oriented team player focused on mission who is self-motivated and driven who can work independently and remotely.

  • Experience/knowledge of the maritime industrial base is a plus, although not necessary.

  • Support maritime acquisition, maintenance, maritime industry, or operations is a plus.

  • Experience conducting data analysis and presenting results.

  • Ability to interact with industry and senior leadership in both written and oral avenues.
