This role will lead a team of Competition advocates, network with cross functional teams, and suppliers in pursuit of new opportunities and legacy business in a high paced environment. Competition advocates will run simple to highly complex competition scope for proposal efforts inclusive of Lowest Price Technically Acceptable (LPTA) and Best Values Source Selection (BVSS) as well as Sole Source quoting.<br/><br/><b>What You Will Do:</b><br/><ul><li>Communicate and coordinate proposal efforts at all levels of leadership both with internal and external stakeholders.</li><li>Ensuring proposal submittals are on time and competitions are compliance with defense as well as internal requirements.</li><li>Develop, analyze and report out and key metrics to direct team and leadership.</li><li>Develop and prioritize project pipeline to optimize and improve proposal processes including creation of tools and automated/integrated system solutions.</li><li>Continually evaluate and execute resourcing requirements based on forecasted proposal volume.</li><li>Develop and maintain command media detailing processes around quoting and compliant supplier proposals and how they support the overall Raytheon Prime Proposal submittal processes.</li><li>Develop and maintain Proposal Workflow and metrics</li><li>Develop operational goals and track performance to goals</li><li>Act as Liaison between Proposal Operations and Software team to develop long term Proposal workflow requirements/processes and overall implementation timelines</li><li>Manage team metrics and escalations</li><li>Develop templates and standards to support the competitive proposal process</li><li>EPAD Review and Compliance</li><li>Identify ways to improve metrics/ manage cross functionally to implement solutions</li></ul><br/><br/><b>Qualifications You Must Have:</b><br/><ul><li>Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience</li><li>Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements.</li><li>U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.</li></ul><br/><br/><b>Qualifications We Prefer:</b><br/><ul><li>Experience in understanding the requirements associated with procurement activities (RFPs (competitive and Sole Source), Quotes, Proposals, and cost and pricing data reviews).</li><li>Experience in management, leading a highly perform team.</li><li>Experience with supplier management.</li><li>Experience with supporting Program needs inclusive of prime proposal support.</li><li>Experience interfacing with internal customers and all levels of organization</li><li>Experience developing and delivering presentations(verbal and/or written) to key stakeholders</li><li>Knowledge of import / export regulations (ITAR/EAR)</li></ul><br/><br/><b>What We Offer:</b><br/><ul><li>Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world.
